recommended its adoption on boards

Clause 4- Requires every Master of a Merchant Vessel to report has
Ship
on arrival and to deposit
his Papers either with the
Harbour Master or with a
Consul if the vessel is
Foreigner. -

My Lords have to observe that the
provisions of this Clause which affect
Foreign Ships are unusual and may give
pist ground for complaint.___
In the opinion of this Board it is
desviable that there should be
as little
interference as possible as regards
the
practice to be observed between Foreign
Masters
